M/s Ansals Properties &
Infrastructure Ltd. as a developer of Ansals Aravali Retreat had put up the
entire electrical installation sometimes in the year 1990.
As you are aware, that the
entire electrical installation and the connected infrastructure, after a period
of one year or so has to be subsequently handed over by the developer to the
Electricity Department and maintained by the concerned department of the
Government of Haryana as it should be taken over from the developer and it
becomes the property of the concerned department.
Ansals Aravali Retreat, Village
Raisina, Tehsil Sohna, District Gurgaon has around 600 farms which were sold in
the year 1990 onwards. Dakshin Haryana Bijli Vitran Nigam has provided
around 300 connections and gets revenue of Rs. 10 lakhs approximately every
month from the said connections.
Thereafter though DHBVN should
be maintaining it but unfortunately in the present case they have not even
taken it over during last 25 years though they are selling their connections,
installing the meter and collecting the payments. Hence though the revenue goes
to DHBVN but the entire burden of maintaining the infrastructure falls on the
consumers as it is maintained by the RWA. And being an HT installation,
the servicing and maintenance has to be carried out by a certified class – 1
contractor.
Recently because of very heavy
wind lot many poles and the electric wires had fallen on the ground.
Unfortunately the RWA does not have certified class 1 maintenance staff and
therefore it gets dangerous to handle such situations as this could lead to some
untoward incident. We had lot of difficulty taking care of such unexpected
situations.
This is the property of the
DHBVN and should be taken over by them immediately. A period of 25 years has
lapsed and DHBVN is collecting revenue from the farm land owners as per details
given above and hence DHBVN should take it over.

take urgent action on this.
